In order for your future Costumes and Emotes to appear on your new Steam account, you must go to the Account Settings page, scroll to the Steam Account section and connect your new Steam account.
Any cosmetics unlocked in your old account will remain available there, but not on your new account. Conversely, any new cosmetics will only be available in your new account.
